Hi Hotwolf, Im not sure if you have your african countries mixed up? Clinton has been in Nigeria lately where the rebels have agreed to disarm, but Niger is a seperate country to the north, also bordering Chad.
Forgive me if im wrong, I actually thought everything was going reasonably ok in Niger at present, with an expected deal between the government and the rebels soon.
