Those that are calling a rise from mid next year are I suspect relying on the may 2020 halvening effect. In 2006 and 2011 the price rose for a year before the halvening dipped at the time of the halvening (one would suspect profit taking) and then raced away but not like the insanity that happened at the end of 2017.
