    The Creep Provision allows someone to increase their stake by up to 3% each 6 months. So Andrew Tsang was able to buy a 19.9% stake. Any increase above that would require him to make a takeover offer under takeover laws. The Creep Provision means he can increase his stake by up to 3%, or just under 4 million shares.
