The Bill is quite explicit. Not all shareholders are equal in the eye of the law and that's the way it's always been. For instance PB is nothing but a shareholder now, this bill (which is not at all new) is not, has not, and never will be aimed at stockholders like you or me, but still leaves the door open to take action against large and influential members of the investment community. I think it's a good thing.

Perhaps I just have more faith in government then you do?

There's little point in a tit-for-tat given the Company is dead so we'll just have to agree to disagree on the state of the world.
