well 77 budget is $13.2 total ($5.95 to OEX, $7.25 for GSPC).
If OEX needs another $2.3, then we are over budget by about 40%.

We forgot to allow the cost to clean and test the well, sorry, we need more money!
another way to look at this is...
GSPC is not paying its share, so we need more money to cover GSPC deficiencies.
None of these perspectives give me confidence in OEX management skill set.

Have I missed something?  I'm sure someone can put a positive spin on the dilution.  Help the cause and explain how this CR is a good thing.  I don't see it. so, let me hear or read your ideas.
