Yes, you could have one of those on top of every highrise (or factory, stadium roof, shopping centre, etc) and no one would even know it was there.
On top of a thirty storey highrise might be a good place to grow a high value crop like medicinal cannabis.
Security would not be an issue and the returns would be good.
