the locals don't want it ,Muswellbrook Council are dubious due to Tinklers dishonest dealings, the horse studs don't want it(google Drayton South to see what happened ) and then there is the mine being flooded and having gas problems. Gas plus underground mine equals boom. Why did the big players walk away from it?
