FCL did step in with the IINET disaster...i still think they might wait to the certainty is over the single desk.
It seems they might just open it up to competition rather than abolishing it.
But it seems unreasonable to penalise a company with basically new management for the actions of others. At the end of the day it was the individuals that did these things not the company itself. At one stage the employees were lying to the board aswell; its almost comical.
Id rather see stern punishment given to the offending individuals and keep awb single desk alive. It will be better for everyone in terms of administrative cost, the ability of the company to pay out those it caused grieveance too and share holders interests.
