I mean, I`m with you, that with a depressed price of copper profitable mining is getting harder. But what is the reason for your assumption that the appointment of persons suggests all that.

I could deliver the message, "The changes to personnel suggest the challenges ahead will be addressed and taken care of.".
It has the same value as yours, that is zero. One has to point out the thoughts and facts behind the message, otherwise it is just without any meaning.
