Second-I never said signing contracts has anything to do with consultants- please read my commentary.
Third- the $400 mill debt is directly attributable to the Phillipines project NOT from delays. Look at the balance sheet and you can easily calculate the cost of the delays.
Fourthly-once SE gets the land access let's re-engage in the discussion about offtake contracts
Fifth-shell does commit money without offtakes- look at field development.

Shell? Nonsense again no capital expenditure occurs before all contracts in place its bad business to expose shareholders to the risk of being held over the barrel , so to speak.

And there has been no costs because of the delays and in Indonesia's case decade of delays!
