First-building small lng plants doesn't guarantee cost effectiveness otherwise the big boys would be already doing it. Building how SE does is what makes it cost effective.
Second-I never said signing contracts has anything to do with consultants- please read my commentary.
Third- the $400 mill debt is directly attributable to the Phillipines project NOT from delays. Look at the balance sheet and you can easily calculate the cost of the delays.
Fourthly-once SE gets the land access let's re-engage in the discussion about offtake contracts
Fifth-shell does commit money without offtakes- look at field development.
