The Catholic Church Institute which focuses on advocacy for environmental issues Justice, Peace and Integrity of Creation-Order of Fratrum Minorum (JPIC-OFM) and the Mining Advocacy Network (Jatam) asks the Governor of NTT, Viktor Bungtilu Laiskodat not only to do a moratorium on mining permits, but also revoke permits that have been issued.
In a joint statement, Thursday, September 6 2018, the two institutions stated that the steps taken by Laiskodat were "important steps that must be appreciated and supported."
"However, Viktor Laiskodat's plan and steps to conduct a moratorium on all mining permits should be followed by law enforcement measures," they said.
"This step is important because the history of manganese (and gold) mining in East Nusa Tenggara is a dark history of seizure, destruction and destruction of ecology and humanity."
Laiskodat's promise to conduct the moratorium was delivered after his inauguration as the Governor of NTT for the 2018-2023 period at the state palace, Jakarta on Wednesday, September 5 2018.
He said, in the era of leadership, the government would optimize the agricultural and livestock sectors.
JPIC-OFM and Jatam said that almost all mining activities in NTT had so far taken away the lands of indigenous peoples, destroyed forests, and even triggered conflicts and disharmony together and various human rights violations.
"This legal step is also important to take considering the various problems around the issuance of IUP such as procedural standards for licensing, supervision, environmental impact analysis, reclamation, etc.," they said.
"Even more than that, there are indications of corruption and collusion involving public officials, especially corruption in the natural resources sector."
They also reminded that the moratorium should not only be based on legal violations that have been carried out by companies or governments that issue permits, but also must be based on a comprehensive study, taking into account the people of NTT who work in the agriculture, livestock, and fisheries and marine sectors.
Another thing, they stressed, the recovery of socio-ecological conditions due to the adverse impacts of mining must also be immediately carried out, so that sectors that guarantee the life and sustainability of society continue to be a concern and become a leading sector in socio-economic development.
Rejection of the mine is one of Viktor's "sales" who paired with Josef Nae Soi during the NTT election campaign.
Viktor replaces Frans Lebu Raya, the governor who in two periods led NTT and is known to be royal in issuing mining business licenses (IUP).
According to Jatam data, in NTT there are still 309 IUPs, spread across 17 districts. Of these, 70 of them have expired.
Meanwhile, the findings of the East Nusa Tenggara (NTT) Anti-Mafia Mine Coalition Community and West Nusa Tenggara (NTB) in 2015 showed that mining permits in NTT seized 194,971, 87 hectares of protected forest areas.
