FSA have a long no-buy period prior to 6 monthly and annual releases. I believe they're keen to restart the exercise.
I'm a trusting fellow but did check this out. Any insider buying (including share buybacks) have to comply with the share trading policy - see 31 Dec 2010 announcement. The relevant blackout period (the minimum no trading period) is from 1 Jan to the close one trading day after the half year announcement.
The buying stopped 15 Dec. A little early but surprised if it was from lack of cash. Even with previous qualifications, consider this is cheap.
