Every time someone tries to sell a few they pull the buying off just to see how far they're willing to ding it to get out whilst letting whatever sellers were expecting higher prices put a few on higher up in hope. They're not going to pay up till they have to ,when they're ready to give it a run they don't want to run into heavy traffic.
