Well you can lock in that scenario 100%.....a position incidentally that I agree with from the view of Chavez and Morales....why should the first world be allowed to come over and continually rape and pillage their nations....it's been going on for centuries. Their peoples have never benefitted from this exploitation, so enough is enough....and fair enough.

Well isn't it the Govt that approves of mining leases, and gives approval to produce, then when things are going smoothly, and after all hard work being done, they counter or recind their agreement with a stroke of a pen.
