Mate, you can mine for gold without a tailings dam and you can't do it in that particular location without a purpose-built dock. Neither is happening anytime soon.
If you have Google Earth, type in, "johnson creek, alaska". Zoom out a bit, tilt down down past 45 degrees, then tell me how you build a mine there without a tailings dam.
