lz, basically correct except that China is increasingly having to import coal and that demand has been helping drive up coal prices in recent years.
The price of coal however is basically a function of the oil price, (or is it the other way around) with power generators selecting whichever fuel is cheapest to fire new capacity or building plants that can burn either.
