    Germany actually has a ban in place right now.  Not a ban, but a moratorium.  The anti-frackers like to call it a ban.  Germany is in the same uncomfortable position as the UK in saying "we need lots of nat gas, but we just don't want to be the ones extracting it.  This means that we will contribute more to global warming by importing someone else's fracked gas."  The logic makes perfect sense - if you are an anti-fracker (and take a few drugs too).
