Clearly because someone holding DMNOC thinks it won't and they want to be out before all buyers disappear. Nothing more frustrating than sitting with millions of worthless options in-hand with nobody to offload them to.

The way it looks now they may regret dumping them. But until we have good quality REE coming out of the ground there is still a chance it'll turn to dust.

Just look at it as an opportunity to benefit from their desperation.
