This stuff has been going on since the 1940's it is not news.
The US/UK/Germany/Israel/Cyprus all have huge Signals and Elint gathering organisations and probably the US being the most aggressive and the biggest. From memory the US lost something like 50 intercept aircraft during the cold war, shot down after flying inside Russian borders, they just kept doing it.
The Chinese/Russia and various other countries have been sending intercept ships to Australian waters for decades.
Lets not forget the US has warships parked up in the Sth China sea and you can bet they are conducting a full scale electronic surveillance program. They also have surveillance sats parked in orbit watching Russia/China/EU/ME and they also conduct signals intercept on foreign leaders. The world was not really shocked when Merkel found out the US was intercepting her personal phone.
Been like this for a long long time and every country who has enough money is doing it but perhaps not on the US scale.
