I can't recall the date of this @kenso but possibly 2 things stopped them.
1) What seemed like an ongoing over supply of Uranium at the time
and or
2) They weren't as aggressive in their nuclear initiative at the time.
By no means am I suggesting a take over but...
They already have 25% so they are half way there.
Also there's been a lot of trading in decent volumes.
Maybe building positions in different accounts.
