I'm not sure that it quite right is it. The previous labour government called for an ISP to be established (I thought) which with hindsight seems a reasonable step to have taken. It was established and CNX would appear from the Co Anns. to have fulfilled all of the requirements.
Remember that trials are just that. It is a time of learning, mistakes and corrections all geared towards development of an environmentally and technically sound process. Of the three, CNX appears to be the one that has survived with relatively little criticism (at last so far). Problems (real and perceived) are to be expected along the way. They are no basis for rejecting a process that has met the performance standards set by government.
That said the company needs to find a market for this technology offshore and the sooner the better.
