Firstly this paper is written by the Chinese Government. The author is a highly regarded Director or Chinese National Development and Reform Commission - this paper could not be written without Goverment approval.
If you understand what China has done with its own Nuclear SMR technology as well as what it needs in Uranium, you will understand they are active in Namibia. The already own part of Paladin through CNNC and PDN has the highest probability of being taken over.
China needs more Uranium and in the paper calls out spot price of Uranium to go North of $130.
For what its worth the Chinese Embassy in Namibia takes up 4 blocks!
I am not going to write anything else on this thread ... if you have done the work, are patient and know that supply drives profit not demand ... you know what will happen to Paladin ... this company was $5.5 b market cap at its peak ... it is now $300m ... pretty simple math.
Here is the locations for the 290 Nuclear Reactors in China
