All 'infrastructure' was designed to handle 16 mtpa. The original intent was to ship magnetite and DSO at 8 mtpa and 2-4 mtpa, repsectively. Once the first Mag plant was up and running, de-bottlenecked and commissioned it would be duplicated. This would require only plant and equipment, nothing extra at the port, rail lines, power, water etc. Because they blew the a out of the commissioning timeline and budget and IO slumped massively their isn't a cost justification currently to duplicate. It would however deliver a halving in almost all fixed costs and allow more favourable negotiation on shipping for instance.
