Well not yet the new Chinese policy was only changed a couple of years ago if that and I doubt the figures take into account the very latest figures.
The new child policy will have a significant impact given Chinese can now have more than one child.
This new policy has only been in affect since the first day of 2016.
I think articles like this are probably more propaganda than fact.
