IMHO it is very difficult to use a single piece of information coming from China in isolation
China can and most likely does manipulate ALL data so I think that you have to look at heaps of data to come to one conclusion
The western world also manipulates data to keep themselves popular but have less ability to color ALL the data so it is easier to see through the cracks
Australia says that we have very low unemployment but the majority of work is now part time or contract and there is obviously a lot of unused worker time and less security than the employment figure signifies
