Sometimes it takes a while for the markets perception of a stock to change. Given this floated earlier this year and
plummeted from a high of 28 cents down to 4 a lot of people would've formed the opinion that it was just another tech wreck.
Given the organisations they are doing business with it's a wonder they are not 20 cents already IMO.
