Looks like back in December were not the only people complaining of waiting for mining licenses

Holders of mining licenses at the meeting complained of excessive bureaucracy and delay in the granting of licenses, but the National Institute of Mines says that operators who do not meet the requirements are usually to blame.
Looks like back in December were not the only people complaining...
