Despite whats being said legislative approval may still a be some way off yet.

Bill is currently before the Land Committee of the National Council of Provinces (like the Australian Senate - comprised of representatives of the Provinces (states). They've held pubic consultation and are preparing a report for the NCOP to consider and then ultimately vote on.

As far as I know the report hasn't been finalised or presented to the NCOP members and a vote on the amendment has not been scheduled.

If it gets passed by the NCOP then it goes to the National Assembly (same as the House of Reps in Oz) who can either vote on it straight away but if they want to the Assembly can also refer it to a committee which could lead to another round of consultation. (??????)

Don't know enough about voting in South Africa to know if the NCOP can be as difficult to deal with as the Senate in Australia or whether there may be further obstacles in either the NCOP or the Assembly.
