Indeed the table of shorting activity for CDY reveals it to be virtually non-existent. In order to find the 20 most recent occurrences it is necessary to go back as far as November 2014. The highest % of issued capital represented is 0.09%, and on several occasions is less than 0.01%.

How this can be interpreted as indicating “This mob have been getting away with far too much for far too long” is beyond me, but the comment is consistent and would meet the criteria discussed previously.
