It could be anyone, and it is FAR more likely to be a passive investor who doesn't want to get tangled up with the accounting/reporting/fund mandate issues of breaching a 10% ownership cap, than someone looking to launch a takeover bid.
Fundies are no different to the rest of us. I know because I used to be one.
