so what you saying ? If I make a formal offer to PLS to take the company over for $100m then PLS are required to announce this to the market ??? 

How many times have you come across low ball sub offers being announced to the market? Some may even say that such an offer would be like telling investors ; hey you guys think PLS is worth $1.6b but us professionals only reckon it’s $100/200/300m.

what do you think ‘some’ retail investors reaction to that would be. 

fwiw ; I’ve heard of formal offered being laughed out the board room and offers being being put in the B.I.N folder and never seen the light of day again
