Nope; if a formal offer comes below independents valuation and unanimously considered by the BOD not to be in the best interests of shareholders then it does not need to be announced to the market.
If all low ball , sub Independent offers which weren’t considered beneficial to shareholders were required by the asx to be announced to the market there would probably be a formal offer announcement released to the market every week.
Anyway ; apparently an offer was bounced in around the 16-18c mark sometime ago...apparently around mid Oct 2017 the time when AVZ tore from 12c to 27c within a matter of days; apparently by time it hit the desk, the offer was lagging the SP by about 50%
IMO independents valuation is/was probably around that offer mark. Anyway I suspect that they will be thinking that they may have a second chance.
