Not much effect for a long while may 3 or more years, IMO.
The way the government went about it is not advantageous to CBD at all, not in the near term

From July 2012 the Government will charge to 500 biggest polluters $23 for every tone of carbon that comes out of their chimneys in form of CO (carbon monoxide), CO2 ( carbon dioxide) and CH4 ( methane).

This money will then be handed out to lower and middle income households and some affected businesses as subsidies.
Here I am not sure but I think this will be once only subsidy, for one year, I think they have other ideas for the money they will collect in the other two years, but I could be wrong.

At the end of this 3 year money shuffle, free market carbon trading will commence and this will be when CBD will be able to sell its renewable energy certificates at the rate determined by the market, whatever it may be.

I am not sure if the polluting companies can offset their emission by buying the REC's in the interim, but even if they could the will not pay above $23 a tone of carbon equivalent.

Meanwhile there is a long time to June 2012 so I am not surprised CBD is not jumping. especially since the mad Tony made a Blood Oath to scrap all this anyway.

Time will tell, meanwhile back to the slumber.
