Why would you risk offloading the stock to potentially buy back at cheaper prices - not too many holders giving this thing up at these levels, I think smart money knows where it is headed.
The potential of this company has been said by me and stonemason time and time again and I believe we share the same view - in for the LONG, LONG, LONG term.
There are 'technical' stocks and there are 'fundamental' stocks - I'd say RQL falls into the latter category, hence I don't think you can anticipate a likely fall in the share price after a placement based on charting or technical analysis.
