I wouldn't place too much faith in expansion plans of major miners as if it's a sign of good things to come. History is littered with examples of them getting it wrong in a big way. One only has to look at the 2 biggest RIO & BHP to see how atrocious their timing has been over the years.
Expansion of an iron ore mine could be strategic to simply keep other players out of the game. No one can supply as cheaply to China as the trio from the Pilbara.
