Sentiment isn't great but funding depends on many factors. A project with extremely robust metrics has a much greater chance of securing finance irrespective of broader market sentiment especially if payback is within a 12 month window.
TNG have mandated KfW bank for debt finance AU$850m.. A mandate is one thing but actually securing the fund it's something else altogether but the proposition is there.
I am familiar with several gold/copper plays that have achieved finance in the AU$100-AU$200m range of late. Don't forget financial institutions want to lend money as it's their business to do so. Not to downplay it, finance is the greatest hurdle in this game.
