Hutch has gotten rid of most of its Ericsson staff and dramatically cut CAPEX.

They now are going to spend just enough to keep the network going but few ongoing projects will be capitalised. Those projects that do go ahead will be done by TCS... Make of it what you will, but basically the funding from Hong Kong has been drastically cut due to FX markets and the ongoing credit crunch.
