There were other reasons for urgency in getting the drilling moving along, but I beleive that this is a significant one. What is the fine print in the agreement? While Arc refer to Pictor and Stokes as appraisal, how are they covered in the bid proposal. My guess is that they qualify, and could significantly improve the leverage on the deal.
