I have tried to lobby regional councils here in the past with regards to water treatment options (with respect to wastewater treatment plant upgrades/replacements and the opportunity presented by ASK:FLC), but the lack of response and subsequent news coverage about how deficient (corrupt?) the tendering and procurement processes can be, mean that it is a rather futile exercise. Most regional councils have their minds made up already and it usually involves some vested interest or certain other "mates", certainly not necessarily the best solution for the problem at hand.
Phoslock would do better here to promote themselves to central Gov't. We now have a Labour/Green coalition who would be far more likely to listen to a pitch from Phoslock than our previous Gov't ever would have. But yeah we're just a small fish and perhaps not worth the effort while Phoslock are chasing bigger returns elsewhere. That's a shame, because I really do think Phoslock is the answer we're looking for here.

Is this the Primaxa you refer to? Looks as though they were liquidated a few years ago.

I have also found that yes Phoslock has previously been used in NZ... however this is the first I've heard of it here. So I don't know how compelling the results were (the report below suggested it was successful, but complicated by ongoing inflows of contaminated water) or if there are any plans to continue using it. Next time I have a moment I'll see if I can do a bit more sleuthing.
