Nobody needs the cash on hand, I have a number of trading accounts with various institutions, half of them are set up standard with a credit facility attached so I can buy 25k and have time to transfer the cash before settlement, or sell inside the T+2 timeframe. No need for cash unless the order is filled.
I could prop that buybside up by about 100m shares right now without a single cent in my account.
