This is a good question which i think has been answered a few yrs ago. When the previous head of our monopolies commission retired he said 'his biggest regret was allowing Westpac to swallow St George.' He conceded it had reduced competition in an already too small banking sector. Hence, i cannot see any bank being allowed to TO either BEN or BOQ.
The big 4 already know this explaining why a TO hasn't occurred yrs back.
