Yes it certainly can. However it will take a little time yet and it will need more company action than just continuing the story of what the relative values should be. They will need to explain how TAS will handle finances and what actions will be taken to distribute wealth in the event that EDE becomes cash positive and there is a cash flow from EDE to TAS.
