I think they do because if they didnt have the expertise then Ron would have to say so in an RNS that they needed to out source.
Oilex are actually closer than most realise to delivering the payload of Oil and Gas
IMO The reason they seems cautious is because they have Oil and Gas flow which was unexpected, they seem to be on top of it so its seems we all must wait for next RNS..
