Can't see a 203D happening even if they did formalise the minority shareholder group beforehand and put it to the largest shareholder (Duckett and related parties) as they would have to consent to this group being their representative.
There are other ways to redress the current imbalance of power and suspect those alternatives are being explored by someone somewhere...
