Love your emphasis on the top 20. They do not own the company ALL shareholders own the company, and depending on what the concerned shareholders may decide to do perhaps the majority of the top 20 will be en eligible to vote.
With the experience of those that have come forward to assist shareholders in their quest to have their company rise from the ashes there will be interesting times ahead.
