Hera wont be long and the Ukies will be placing restrictions too.  Drought and the spectre of renewed instability with the Ruskies should alter perceptions of what are 'wise' levels of grain stocks to carry in the kitty.

Below map shows another year of rainfall deficits for both Ukraine and Russia.  It is likely they both also inflated last years crops because the recorded rainfall deficits didn't seem to be reflected in the official grain stocks reporting.
