Well, maybe the 3 year thing is a bit ambiguous because here it states that the
"According to the press statement published by the ministry, the 11 contractors have pledged to invest US$201.3 million for exploration in the first three years"
There must be different ways of translating this and is probably all a bit tricky and legal-tastic.
But at least we know that the 3 year mark is a milestone date in the deal between Prabu Energy (our guys - 80% owned by QPN I believe) and the Indonesian government. Without access to the full production sharing contract it's hard to know what clauses exist and what triggers them, etc.
I wonder how much of the total $201.3m was expected to be paid in by Prabu/ QPN ? This gives a pointer to where some of the dosh must have gone.
