If they had confirmation of any deal they would be obligated to ann, but that doesn't mean they are not confident in getting it.
I am guessing they have 95% certainty, they have it in the bag.

Very ruff ruff. They need those funds by July, so confirmation should be close I expect.
They will also need further funding later this year so I hope they get this sorted also.
