Fair question. However this will hurt those most that have paid higher prices for that debt when times were better. As debt becomes more abundant I presume debt collectors can be pickier about whose debt they take on provided they haven't over committed themselves when all was fine. Diversification is also important. Being well set up to service different areas relating to financial hardship to take advantage of the best opportunities.
